To chart the course of our ship of state, could not find their butts with both hands. The active writing has occurred whenever I could find the time after work or on weekends, and could shake the guilt trip of not acquiescing to my wife's suggestions of outings to the mountains, ocean, rivers, and other destinations of natural beauty in the Pacific Northwest. It is my conviction, that unless I, and a large number of my fellow travelers begin to spend less time enjoying the natural beauty and recreational opportunities of our respective areas, and more time supervising and reassessing the role of our representatives to government, that very soon we will no longer be free to go where we want, and do what we please. The atrocities in Waco, Texas, Ruby Ridge Idaho, and the recently passed "homeland security" legislation, has prompted me to spend more time, with less guilt, staring at this computer screen. It is not my intent to be vindictive, however, each pointed finger will require that I step on the toes of some very powerful people, to call into question some strong beliefs, to rattle some long forgotten skeletons, and lay bare the foundation of our society itself. I no doubt will become the grinch who stole Christmas, the skunk who attended the picnic in the park, and the little boy pointing out that the Emperor has no clothes, all rolled up into one. Probing the relationship between socialism and governance, the author offers a new perspective for understanding Chinese politics since 1949. China's politics can be roughly divided into two periods - the Maoist period (1949-1978) and the Dengist Period (since 1978) - characterized as Revolutionary China and Reformatory China. These two periods are better understood when they are compared with each other. For, to study an epoch, we need a logic that transcends that epoch. A comparative approach is very helpful in uncovering the deeper meaning of Chinese revolution and Chinese reforms. Using the key concept 'two worlds of life' (Experiencing World and Meaning World), the author argues that there is a sharp discrepancy between the two worlds of life in all the self-claimed 'socialist' countries. Although the Meaning World is 'socialist', the Experiencing World cannot be adequately understood as being socialist. 'Socialism' has become an ideational veil which masks the true nature of the Experiencing World. After the 'socialist' revolution, the chain of the concept of 'socialism' awaits the proletariat. Only through Entborgenheit can we understand the true nature of the Experiencing World of all 'socialist' states. It is argued that the concept 'real socialism' is still misleading, for such a 'socialism' is still unreal; that the concept 'state socialism' is no more than a confusing concept and needs also to be rejected, for there is not such a thing as state socialism in our experiencing world. We had neither 'real socialism' nor 'state socialism', we had only statism in our experiencing world. The Maoist Chiina was a schizophrenic case of 'socialism', due to the inherent conflict between statism in the Experiencing World and 'socialism' in the Meaning World. All the Communist states created a Janus-faced creature, with one face being statism and the other face being 'socialism'. This is caused by the pathology of treating statization of means of production as socialization of means of production. Dengist China initiated a de-statization process, but this process is not socialization either.

- Those who control the economic an financial systems control the political processes by which government operates. - Inability of the social-economic-financial system to constructively accommodate the advancements in science and technology. The most potent indictment against the private capitalist system is that there have existed serious unmet needs while at the same time there has been unused technological capability to fulfill those needs!
The nation has reached a "critical mass" in the functioning of its economic social and political patterns. The primary purpose of the book is to enlighten the people as to the inevitable breakdown of adversary systems like private capitalism and the need to embrace cooperative (teamwork) systems. The secondary purpose and most defining in terms of hope and the future, is to present the legal steps that can be taken within the framework of the Constitution leading to the adoption of a National Cooperative Commonwealth. It is a Commonealth in which the nation's work capability would be automatically unleashed in direct ratio to the determined needs and services of the total citizenry devoid of all the stultifying burdens of indebtedness and confiscatory taxation. It is a Commonealth in which there would be full implementation of basic human rights by way of universal health care, universal education, universal employment and a decision-making voice in the enactment of all major legislation and national policy. Much stress in the book is underscoring the constant sovereign power of the people to make all changes for their betterment. Abraham Lincoln is cited respecting this inherent power when in his first inaugural address, March 4, 1861 he stated: This country with its institutions belongs to the people who inhabit it. Whenever they shall grow weary of the existing government, they can exercise their constitutional right of amendment, or their revolutionary right to dismember or overthrow it. There are two diametrically different wolds on earth. One is well defined by the high quality of life resulting from wealth and a high living standard, the other the exact opposite. Today misery is a problem caused by their backwardness, lack of education, corruption and lack of ability to manage their lives and social affairs. Apparently, they never cease to be the causes of chaos and social or medical epidemics. In the minds of westerners they are the victims of their democratically weak states and tyrant leaders followed without resistance. But democracy and a strong state are bought by real money, and this money belongs to the West exploiting for centuries the limited resources of the planet. When the poor live in misery, threatening the rich with revolution, terrorism or fundamentalism, the rich look for ways to divert chaotic-anarchy and epidemics from their backdoor, and use it to keep busy those threatening them. In this modern world of technologically created perceptions and wars, life for the lucky seems worthy of protection. They spend wealth for life's protection and prolongation, promising the same to those whose have yet to experience even the very minimum pleasure of food and shelter. What is and who are responsible for the future of the lucky world and the misfortune of the unlucky? This book analyses briefly the role of state in the management of the social problems, chaotic-anarchy and epidemics. It analyses capitalism, democracy and their social benefits. It analyses the role of technology, as the right hand of the New World Order, an order that few understand and many wonder about. It analyses the influence of the previous on the definition of epidemic disease in history, today and the future, proposing new semantic terms to describe it and looking for the factors defining them. A wounded environment by the byproducts of civilization and modernity is endangered further by the survival needs of most people on earth. Those exhausted by their effort to live in the countryside, poor and dying, move in places promising them the fulfillment of some of their dreams. They migrate to where wealth seems tangible either knocking on the closed doors of the feudal castles of the few or moving into poor megacities. There, many choke from human congestion and urban misery and its consequences. Few others join the groups cheaply selling them hopes. They become followers of spiritual leaders teaching them to claim their perceived rights in life, or crime groups seeking their perceived happiness coming from wealth. Both need the means to fight for their perceived causes, and war technology promises them success. Amongst the means to fight future wars minute biological weapons waiting for chaotic-anarchy to cause epidemics to the enemy. What is then the History of the 21st Century and who will manage it?

This book is about the government of Canada and how they treat their citizens —the tax payers— and how they break all of their promises made. It is also about the government's mismanagement of all affairs concerning the citizens, the massive spending that doesn't help the average person, and their scandals that are hidden and covered up. There is no trust between the citizens and the government. How many homeless citizens are there that can't find housing or jobs, and can't afford to go to above everything else? There are gun and gang problems, and problems about how they run the court systems. The police that are to serve and protect are caught beating up the citizens. The doctors still work, after being sued for malpractice. Our meat producers are paying off the inspectors. There are members in Parliament that are stealing our tax money and confess and still don't go to jail. Our governor general says she's not a part of separation but her husband is. It is hard to trust the government when they don't trust themselves. Their only concern is for the rich, and the poor suffer. Everything they do is behind closed doors like their covering up the issues that the Canadian citizen's demand to know about. They allow all the new immigrants into Canada for trade jobs when we can't find work, or housing and live in poverty. Our elderly citizens are beaten and abused in nursing homes, and it's covered up. Instead of the government working on infrastructure they give money to tourism. The poor are left to fend for themselves with no chance of advancement because there's no help for them. We're treated like second-class citizens and the immigrants get everything they ask for. The water and lakes are polluted, and the cities are falling underground.

Citizens are increasingly bewildered at their loss of control over people in authority who are responsible for preventing harm in society and making society work -- mainly legislators, civil servants and boards of the large corporations. The issues swirl about us in the media: quality of health care, food and drugs safety, workplace safety, corporate control, justice in the courts and the issue of the ability and motivation of authorities. We need to understand why our loss of control is happening, why harm continues, and how we can gain control over authorities having important responsibilities. We must understand how to apply the precautionary principle to civics. Citizens in all countries face the same problem. The source of citizens' loss of control is the lack of public answering by authorities -- the people set in authority as the directing minds of governments, large corporations and other institutions. They haven't been telling us, fully and fairly, before they make their decisions, what they intend as outcomes, for whom, and why they intend it. Nor have they told us their own performance standards. They don't because we have never legislated the answering requirement, yet the requirement to answer doesn't tell authorities what to do. It simply tells them to publicly explain their intentions. The other common denominator in our loss of control is our reluctance to hold to account -- we haven't ordered our elected representatives to install the public answering requirement and to have important answering validated. We must shift from deference to stating legitimate expectations and getting the answering. As things stand, we aren't informed well enough to do our civic duty in overseeing authorities. Then, not being adequately informed, we increasingly distrust the authorities. This in turn leads to armies of citizens having to get together after work to pour huge amounts of time and energy into fighting the authorities we should be controlling. There has to be a better way. A Citizen's Guide to Public Accountability explains why we must require those in authority to answer to us publicly and adequately, before and after the fact, and why this would produce a self-regulating effect on what authorities do. The example of "horror stories" shows what happens when we don't require adequate answering from directing minds. The book then explains what public accountability means and proposes basic standards for public answering by different types of authorities. Legislated answering requirements would give us reasonable information to commend authorities' intentions, alter them, or halt them.
